HKSAR Government Scholarship Fund (Education Bureau), awarded through the universities
HKSAR Government Belt and Road Scholarship (Thailand)
Hong Kong's Education Bureau funds this entrance scholarship for students from Thailand and five other designated countries (Indonesia, Malaysia, Myanmar, Mongolia and Kazakhstan) starting a full-time undergraduate degree at one of nine publicly funded institutions. Thailand has had its own allocation every year since 2017/18. Each university runs its own selection; HKU's process is described here.
Application round
HKU opened applications for 2027 entry on 23 September 2026. Apply by 25 November 2026 (12:00 noon Hong Kong time, 11:00 in Thailand) to be in the first-round evaluation; the Belt and Road Scholarship section of the application closes on 31 January 2027. Other universities have their own dates.
The IELTS requirement
The scholarship itself has no English test; your university's entry requirement applies. HKU asks international applicants for IELTS Academic 6.5 overall with at least 6.0 in Writing and Speaking from a single sitting, or TOEFL iBT 95 (25 in Writing and Speaking) under the old scale; IELTS Online and IELTS Indicator aren't accepted. The test must be taken within two years of the September start. Other universities set their own scores, so check each one.
