Romanian Ministry of Foreign Affairs
Romanian Government Scholarships for non-EU citizens (MFA)
Romania's annual scholarship for citizens of non-EU countries, which includes Thailand. You apply online through the Study in Romania platform, and bachelor's and master's places are taught in Romanian, with a preparatory language year included.
Application round
The 2026/27 round opened on 16 February 2026 and closed on 31 March 2026 (no closing time was given), with results emailed around 15 July 2026. Applications are accepted only through the Study in Romania platform, not by email or through embassies.
Next round
The 2027/28 call hasn't been published yet. Recent rounds have opened in mid-February and closed at the end of March, so start gathering apostilled documents from December 2026.
The IELTS requirement
There is no IELTS requirement. Bachelor's and master's scholars study in Romanian and get a free preparatory year to learn the language first (waived if you already hold a B1 Romanian certificate). Only PhD candidates can choose a foreign-language programme, and the doctoral school then sets its own English requirement, typically around 6.5, so check with the school before you apply. Your CV must be in English, French or Romanian.
