Sciences Po (Institut d'études politiques de Paris)
Émile Boutmy Scholarship (Sciences Po, Paris)
Sciences Po's main scholarship for students from outside the EU, awarded on merit as part of the admissions review. There is no separate application: you tick the scholarship box in the financial section of your Sciences Po application, and about 300 students a year receive it.
Application round
For 2027 entry, applicants to the bachelor's from a foreign secondary school must apply by 13 January 2027 (results in April). The master's deadlines are 18 October (first committee, results before 20 December) and 29 November (second committee, results before 2 March); Sciences Po publishes them without a year, and the first has passed for 2027 entry. Late or incomplete files are not accepted, and you cannot ask for the scholarship after admission.
The IELTS requirement
The scholarship has no English score of its own; your programme's language requirement applies, and the scholarship page says any required language test results must be submitted by the scholarship deadline, which is the admission deadline. Sciences Po's English-taught programmes set their own IELTS or TOEFL levels, so check your programme page; 6.5 is a sensible target for a master's and the bachelor's commonly asks a little less. Because the test goes in with the application, have the result before the deadline below.

What it covers
- Bachelor's: either a full tuition exemption or EUR 9,500 off tuition each year, kept during the third-year study abroad and into a Sciences Po master's if you continue
- Master's: EUR 18,500 off tuition in each of the two years
- Nothing towards living costs or travel; it can be combined with external scholarships such as Eiffel or French government grants, but not with other Sciences Po or partner scholarships
- Lost if you fail to validate the academic year or defer your admission
Who can apply
- A first-time applicant to Sciences Po, admitted to a bachelor's or two-year master's programme
- A non-EU citizen whose parents do not pay tax in the EU (Thai citizens qualify; dual EU citizens, Swiss and Norwegians do not)
- Not for one-year master's, PhD, exchange students, most dual degrees, journalism master's, or current or deferred Sciences Po students
- Selected on merit and fit with the programme, judged on your admission file only
