Shanghai Municipal Education Commission
Shanghai Government Scholarship (SGS)
A scholarship from the Shanghai city government, separate from the national CSC scheme, for non-Chinese students at universities such as Fudan, Shanghai Jiao Tong, Tongji and ECNU. You apply through the Study in Shanghai website to one participating university, usually between February and April.
Application round
Applications are generally accepted from February to April each year, and each university sets its own exact dates. You apply on the Study in Shanghai website (study-shanghai.cn) and on the admissions site of the university you choose.
Next round
The round for September 2027 entry is expected to run from February to April 2027. Watch the Study in Shanghai website and your chosen university's international admissions page from January 2027, and have your language score ready by then.
The IELTS requirement
The scholarship itself sets no IELTS score. The city's guide says Chinese-taught programmes generally need HSK level 4, and that you must meet the language requirement of the university and programme, so for an English-taught programme the university's IELTS or TOEFL score applies and goes in with your university application. Requirements differ widely across the 31 universities and across bachelor's, master's and PhD programmes; 6.0 is a reasonable working target for bachelor's and many master's programmes, with 6.5 safer for competitive master's courses, but check the programme page before you book a test.
